Where does it give figures as to how many do not speak english at all?

Upto 40 languages I wish I knew that many languages, these children are quite clearly talented if they speak so many languages.

Still not clever if they cant speak English though.

They are in an English speaking country and it is the lingua franca of the world. They would be better to speak the one (English) language than 40 others.
