Simple old-fashioned empirical induction is quite good enough for me. I don't need 'The Bell Curve' or any other academic work to prove the obvious truths about human inequality.
So absolutely nothing to do with White European empire building in previous centuries or the way that the parts of the former colonial empires where left with tribes partitioned into "countries" which suited their former masters or modern day globalisation and attempts to control the wealth of the countries concerned

Probably not.

Poland was partitioned into three by 'White European Empires' and then, after a few years of independence and six years of Nazi tyranny, subjected to oppressive Communist rule for decades. That doesn't seem to have stopped the Poles from being civilised, humane and enterprising.

Haiti has been an independent country, run by its own people for two hundred years.

Where would you prefer to live?
