Quite right, there is no grammatical error. (Assuming, of course, that a single foreigner is responsible for all these crimes).

If the numbers are so low, then what is the hypotheses?

Are foreigners ethnically, or culturally, more liable to murder?

well then that's have 'one murder in five is committed by foreigners', and have only gang murder count. The 'one murder' rightly agrees with 'a foreigner'.

If Foreigners are 5% of the population and commit 20% of the murders then they are 4 times more likely than British citizens to commit murder.
If we only count the White British and not the immigrant descended population too the figures are even higher still.

How about social factors? Groupings within a population? The staistics in the form they are presented are at least misleading in the extreme.
