BRUSSELS, Belgium The European Union threatened 19 member states with legal action if they failed to implement asylum application rules that came into effect Tuesday.

EU officials said the new rules were essential to offer asylum seekers a fair and "level playing field" in their applications for protection within the 25-nation bloc.

They said only Estonia, Lithuania, Austria, France, Slovenia and Luxembourg have implemented the rules so far. The measures introduce EU-wide minimum criteria by which national authorities judge whether the applicant meets the definition of a refugee. It replaces often vague and open interpretation of the 1951 Geneva convention on refugees.
