Well spotted Brittanist.
I particularly liked this statement: "Asked what he would say to the Prime Minister as he contemplates calling a snap poll, Mr Turner said: "Keep your hand away from the phone."
Even Gordon can't afford to 'lose' 1 million votes but their are no indications which way-if any- they would vote or even if they have any political allegiances.
Does this mean there will not be a General Election before 2008? I wonder.

Is it even legal to deny people a vote? Surely they would have to come up with a solution pretty quickly.

I'm not sure either but as voting is not compulsory (Yet) how could you ensure a) they were entitled to vote-are they on the Electoral Roll? and b) what if they 'can't be bothered to vote'. This is a massive problem IMHO for Candidates, campaigners and Returning Officers.
