That's right. But the odd phenomenon is occurring, because that is a way around installing a tachograph.

i think the people who make these laws get paid extra if they make more laws.

I think that's true - wherever new laws exist, new bureaucracy is required to administrate, regulate and enforce them.
And this requires personnel acting on behalf of the EU to manage these new operations which need to be managed, probably for the goal of profit, one would suspect.

You could argue it's one big gravy train for the EU and you'd most probably be right......
