Default Landfill and Coastal defences

A thought occurred to me today whilst driving up the A149 near Potter Heigham.

Natural England have 4 plans about the Broads one of which involves breaching sea defences and allowing some 25 sq. miles of Norfolk to be flooded . The EU are taxing landfill.

To kill 2 birds with one stone I thought why not erect concrete bunding along the North Sea coast and then fill with "landfill" to renew the sea defences or am I being far to simplistic orr too sensible
