It is ill-conceived as a congestion charge.
It is targeting vehicles on the basis of CO2 emissions.
Vehicle dimensions would be a more appropriate measure.

And lets not forget most of the congestion is created by the authorities and the manner in which they design road systems and the infrastructure

Can you imagine them playing sim city ? it would be a very short game

To be fair most of the roads in London were designed for horse and cart the rest in the 50's 60,s 70's when cars were not really the be all and end all of ever one's existence.

The City of London is based on the old Roman and Saxon plan as you get further away from the City and the City of Westminster the planning is mostly Victorian onward some parts of the city where brought up to date after the blitz as well as by Victorian planners

London was congested over a century ago but in those days the people running it had businesses which needed customers so they tried cope with it these days it's run by professional morons who have no interest in it's commercial success after all they just raise taxes again and again while making it harder for us all while bringing in exceptions for themselves
