I can see lots of problems with that one. I think he's said that rather than giving the English a parliament is because he wants you to inherit Westminster and it's FPTP as the de facto English Parliament...... The devil's in the detail, how would that be determined? Polls already show that aroud 80% of Scots want a referendum.He also said that a referendum on independence should be held if it was shown the majority of Scots wanted one.

The English Democrats (ED) favour the Union of the UK and one leading member of that party has said that he has some Scottish ancestry.
I also support the Union of the UK and note that more Scottish people in Scotland want to remain in the UK than want to quit it. I further note that 60.4% of those entitled to vote in the devolution referendum in Scotland on 11.9.1997 did not vote meaning that a minority of 44.9% backed the return of the Scottish Parliament.
An opinion poll showed that a majority of the people of England want an English Parliament within the UK to match the powers of the one in Scotland.
Here in England we never asked for Labour's devolution - but now it is here (in Scotland, Wales and Northern Ireland that is) it is only fair that England has legislative equality with Scotland within the Union of UK. The re-establishment of the English Parliament would address the constitutional imbalance which has come about as a result of Blair's decision to implement devolution in every part of the UK except England.

The reported views of David Cameron in favour of having votes on English matters in the House of Commons limited to English constituency MPs (see the ITV Teletext link given in posting number one to this thread) appear to differ from those of Conservative Party member Lord Trimble who has apparently spoken out against such a concept (according to the Edinburgh Evening News):

Supporters of an EP within the UK do not say how much this will cost, where it will be located, and how many MPs will be required for it. To win the debate on this, surely supporters must have an idea?
Britannist says he supports an EP, I have suggested elsewhere this will require around a 1000 additional members, any idea? If you say that there should be an EP to match the one in Scotland, that will require 1290 members, with the loss of about 100 from Westminster. The public will simply not buy into more MPs.
I would also add that the solution that will be imposed on England by the Tories will be EVELs.
