Why do we have to 'define what England is'? We NEVER hear of having to 'define what Scotland is'!
Frankly, I think this line, together with others such as 'how is Englishness defined' are merely diversions from the important issue of according equity and fairness to the 85% of the UK's citizens in England! Trust someone who regards himself British first to embark in this direction!!
