Ex council leader spared jail despite child porn offences

A former Conservative council leader who downloaded hundreds of images of child porn was spared jail by a judge today.

When police raided Kenneth Leadbeater's home in South Darenth, Kent, in February as part of an international operation they found 320 indecent images of children on his computer and two indecent photos of children that had been printed out.

In interview, the 50-year-old, who was leader of Dartford Borough Council for three years until his resignation in March, admitted to police that he had masturbated to the images, Maidstone Crown Court heard.

He also said boys aged 14 to 18 were "beautiful to look at" but that people under the age of 25 were emotionally immature, Tanya Robinson, for the Crown, said.

In June, Leadbeater admitted 14 counts of making indecent images of children between 1997 and earlier this year - when he was arrested and his computer seized.

Sentencing him to a 36-month community rehabilitation order, Judge Michael Lawson QC said: "You have led a life of public service. It's perfectly plain that those who have come into contact with you during that period in your public life have the highest regard for your qualities - the ones they know of.

"You have been convicted on your admission of offences which cause revulsion to many people.

"The guidelines permit me to impose a period of imprisonment."

He said he took into account the fact that Leadbeater had pleaded guilty at the first opportunity, that he had suffered public humiliation and that he was of good character.

The judge continued: "Those in themselves would not be sufficient reason of not imposing a sentence of imprisonment that's suggested in the guidelines but I have other material.

"The material suggests that you resorted to this form of comfort in periods of stress which have now passed and there's no evidence that you accessed this sort of material after 2004. That's a significant piece of information."

He said the ex-councillor did not distribute the images, nor did he engage in activity with children in front of him.

He said he was aware that he had also interacted with children in a way that was "wholly healthy and wholly helpful".

The judge added: "These are the matters which go to help me decide on the proper sentence."

He said it had been suggested that Leadbeater was "one of those people who would benefit from a structured programme over a period of time which would make it less likely that any offence would be committed in the future".

He handed him a 36-month community rehabilitation order for which he would have to attend a Thames Valley programme, made him the subject of a sexual offences prevention order for three years which permits public protection officers to examine his computer without notice up to four times a year and he told him he would be on the sex offenders register for five years.

The judge ordered the forfeiture and destruction of the images and prints and told Leadbeater to pay £245 costs.

Former UKIP candidate guilty of child porn

A FORMER UK Independence Party candidate and football referee has been caught with more than 100 child pornography images.
Stephen Cornwell, aged 46, trawled the internet for "Young Lolilitas", "Lolilita Porn", "Pre teen sex"and "Pre teen Porn".

He told the police some of the pictures were sent to him through chat rooms and file sharing systems.

Cornwell, who separated from his wife 2 years ago and who has two grown up children, appeared for sentence having pleaded guilty to six charges of making indecent photographs of children and one of possessing them between January 2003 and April 2005 and one count of possessing 1,550 images.

Cornwell, of Wymondham, Monkston, Milton Keynes was secretary of the Milton Keynes and Borders Counties Youth League and a qualified referee.
