She hasn't been in the BNP for some time, I believe, though she had been around quite a while. I question whether the NF has sufficient administration to have a proper membership, I think anyone who is a friend of a friend of any of the leaders (such as they are) and can pay their election expenses, can probably stand on the NF ticket.

Yes, well, I did read somewhere that she departed the BNP in acrimonious circumstances.

Clerical administration does not appear to be the NF's strong point, among other things.
But was it ever?

In this month’s edition of Searchlight, Matthew Collins writes an article on the demise of the NF. In the final paragraph though he states that the electoral Commission have told Searchlight that the NF has been registered all along. He wonders if Tess Culnane was unable to get hold of Terry Blackham to sign her forms.
Though Bernard Franklin, the NF's Deputy chairman also thinks that his party's registration has lapsed.

On the subject of Tess Culnane, I see she scored 95 votes to UKIP's 89 in said By-election.
