No mention in his statement on how to cure the consititutional imbalance left by the devolution policy of his predecsessor and he also ruled out English votes for English Laws.

I'm sure the UKIP and especially the ED vote will be well up in the two upcoming bye-elections this month because of this.

What is likely to happen in the by elections is that if there is to be a protest against the governemnt people will switch to the party most likely to win the seat.
