Brown's ploy certainly seems bizarre. My take is that he was genuinely trying to show that he is different from Blair. However, he miscalculated by assuming that English LibDems would see it the same way as Scots LibDems. He and Ming are buddies. I don't think Brown has any buddies with the English Libdems, hence Ashdown's typical putdown of the offer!
