Two Conservative MPs – both representing constituencies in the west of England - asked the Prime Minister questions about the EU at Prime Minister’s Questions today.
At 12.23 pm, James Gray asked the Prime Minister about the EU Constitution and claims (from the new President of France, Nicholas Sarkozy) that agreement had been reached. Blair replied “We are talking to those who do not want the EU Constitution and to people in an attempt to build allies in europe for a conventional amending treaty. Ten years ago we (the UK) had no allies (in europe).” At 12.25 pm David Heathcoat-Amery MP told Blair that Parliament was supreme in matters regarding the fight against terrorism. Mr. Heathcoat-Amery asked (to loud jeers from the Labour benches) “Why then, did he (the Prime Minister) sign the EU Constitution which includes the Charter for Fundamental Rights which would override this House and bind this house (on matters connected to the rights of those regarding security and other issues).” Blair said “Parliament is always Sovereign. Parliamentary sovereignty always remains. I will agree to nothing which allows europe to alter the laws of this country without the agreement of this house.” Former Conservative leader Michael Howard said on Andrew Neil’s ‘Daily Politics’ programme today at 12.35 pm “Mr. Blair is not taking anything seriously today. He is in demob mood. He will say anything except answer the questions.” Britannist adds: So - Blair tells the House of Commons today that Parliament is sovereign. The question is, which Parliament was he talking about? The one he was speaking in - or the one in Brussels? :shock: |

You have missed the key words in Blair's reply which are "conventional amending treaty" .
By using this phrase which has been used to describe every previous Treaty e.g Nice ,Maastricht Blair is laying the ground to ensure no referendum . The importance of the phrase is that an amending Treaty can be approved solely by Parliament and requires no consultation with the electorate. This is one of the key issues in the consultations going on behind closed doors on how to avoid any open discussion on the revised Constitution |
