I think the English Democrats contain some who just want an English Parliament devolved as in Scotland and some who want English Independence.
UKIP can't be called Euro-sceptic because the policy of the party is out of the EU. Scepticism doesn't entered into it. The EDs are coming round to a similar stance, but currently can be considered Euro-sceptic, so the answer to the question is YES! :wink:
