This paragraph from the article shows the brazen deception planned:

The plan had been to pretend that it was a wholly different document: a slimmed-down, truncated text, shorn of its most contentious paragraphs. Unfortunately for Labour, this tactic has been rendered inoperable by the leak of a letter from Angela Merkel to the other 26 heads of government, in which she writes of her plan "to use different terminology without changing the legal substance". In other words, we shall be getting exactly the same constitution, with what the German chancellor artlessly calls "the necessary presentational changes".
