Responsibility lies in the defendant's choice to get off his face on crack in the first place. Get off your face on crack and don't bother anyone, fine. Get off your face on crack and rape someone, it's still the result of your actions.

Now that actually would be a sensible policy.
Here in Queensland they are about to introduce a law stopping under 25s with "P" plates from driving "fast" (V8 or turbo) cars.

I'm more for better driver training than age limits though. If a 16-year-old can drive competently, why shouldn't they have a licence? Incidentally, I probably wouldn't have stood a chance of passing the test at 16!
