Plans like this rely entirely on the goodwill of the taxpayer and that goodwill has pretty much dissipated - take a look at the BBC HYS on 'green taxes'. 99% venom.
Easier said than Done like Matt i would love to protest by not paying but when you have a house a job and children the state has got you by the balls.
The only people who could protest with out being dragged through the courts are the homeless,unemployed and council house tenants.

Its quite Ironic people who rely on the state are the only people that can protest against it.

I have been thinking along the same lines as Matt, and it is typical of this government to leak an idea to test the water, and then bring it in a few months later. Maybe mass disobedience will be the answer, I suspect some pensioner groups will be the first there - at least they have some guts. What I find truly worrying for democracy is the sucking up by all the political class. It is as though the politicians are now the enemy of the people. A likeness can be drawn with unfortunately with the police. I was refuelling my car the other day and a huge police Mercedes pulls up. A hard faced person embalmed in his bulletproof techno gear fills his car up and struts into the pay office. No smile just scowl. This is a public servant. Years ago you would get a smile a hello or something - again a cause for worry. I felt like saying "hey w****r I am paying your wages, so smile please, for good CR."- but I wasn't brave enough

I think the disobedience would have to be cooridnated and NOT linked to paying the bills.

In other words, you still create major problems for them, but in a way that can't be pinned down to you.

I would never do such a thing of course.
