The Ministry of Defence was identified as one of the worst offenders, thanks to the continuing cost of a series of blunders with major equipment, including the Eurofighter jet and the SA80 infantry rifle.
Huge waste by the Home Office, NHS, police and local councils is also highlighted.
The soaring bill comes despite Gordon Brown pledging to slash bureaucracy by £30billion over the next four years.
Treasury officials claim all Government spending is subject to "tight controls".
But Mr Elliott disagreed, saying: "Taxpayers are sick of politicians wasting their money.
Private sector employees are sick of seeing people in the public sector getting higher salaries, working shorter hours and receiving final-salary pensions.
"And people see our economy becoming uncompetitive whilst economies like India and China race ahead. Politicians from all parties need to wake up and listen to taxpayers."
