I remember being told when I was involved that the cost of cancellation was not a lot different from building the aircraft.

Most of the money has already been spent in development. Also the amount of work each country received was closely tied to the number of aircraft each country was buying.

I think there is a good possibility that there will be sufficient export sales to balance out the requirements in the end.
