Whom is kidding whom?

If ya gotta go ya gotta go and no fine can prevent nature taking its course.

If there ain't a public toilet open where you are at 2.00am what are you supposed to do?

As to drunkeness - fines will not prevent this for fines only come INTO phpbb_effect after the event.

It is high time those who serve alcohol took some responsibility for continuing to serve alcohol to folks who have already had enough.

Think of all the fines which could be imposed for disorderly conduct when folks are denied booze by a buxom serving wench or her landlord.

...again, another spineless money orientated attempt at getting people to behave responsibly.

Why not keep things simple. Restrict the times and places where alcohol can be bought and raise the age limit to 21 years for purchases not to be consumed on the premises.

It IS currently illegal to serve alcohol to people who are clearly drunk.

(1) A person to whom subsection (2) applies commits an offence if, on relevant premises, he knowingly-

(a) sells or attempts to sell alcohol to a person who is drunk, or
(b) allows alcohol to be sold to such a person.
(2) This subsection applies-

(a) to any person who works at the premises in a capacity, whether paid or unpaid, which gives him authority to sell the alcohol concerned,
(b) in the case of licensed premises, to-
(i) the holder of a premises licence in respect of the premises, and
(ii) the designated premises supervisor (if any) under such a licence,
Licensing act 2003, part 7, para 141 refers.

And a footnote to the above. My Daughter is a bar supervisor (she told me the above). Part of her duties include ensuring staff work within the above guidelines and to use the doorstaff to eject people who ARE drunk.

Doorstaff also have a duty to prevent entry to drunk people. Her company (a national chain) work to these rules since:-

a) It makes everyone's job easier.
b) They want to keep their licence! (Taking 30 - 50K per weekend evening tends to focus the mind a little....)
c) Local police are quite hot on the subject.
