The problem of cannabis use was particularly acute among school children, it found. More than four in ten 15-year-old boys have tried the drug, with teenage girls fast catching up.
The annual report by the EU drug monitoring body said Britain was one of eight countries with a "rise in problem drug use since the 1990s".
"The increase in use of illegal drugs is most pronounced among school children and available data show a doubling in the last decade," it added.
