The delegation's arrival in Europe comes as a survey of 400 companies found that Michael Howard was more popular among small and medium-sized companies than Tony Blair or Gordon Brown, the chancellor.Almost half the respondents to the survey, conducted by Axa, the financial services group, said the UK was not supportive of small business despite the prime minister's promise at the last Labour party conference to put it at the top of the agenda.
Asked who would be the best prime minister to champion business, 28 per cent said Mr Howard, the Conservative leader, followed by Mr Blair on 19 per cent and Mr Brown on 14 per cent.
