Isn't this simply a ridiculous policy that could cause real problems? Hundreds of civil service offices are going to need new recruits to replace people retiring, maternity leave, redundancies and so on. Putting a freeze on recruitment will make it impossible for offices to run properly.
Just moments before, he had said:

"Nobody out there would believe us at all because there have been too many broken promises on tax from too many politicians," he said.

And he is setting up the party for yet another broken promise, not on tax, but on the policy for the very first day in government.
I imagine that what he really meant was that he will moderate new recruitment, rather than replacement recruitment. But of course, he has abandoned the truth for the sake of a soundbite.
