Er, no. Obviously money that comes from the central pot is not affected by your rate of council tax. Also, not all councils get 80% of their funding from the central government grant, only the luck ones. Cornwall County Council gets around 50% of its funding from government, 50% from council tax.

EDIT: I lie, Cornwall County Council gets a mere 43% of its funding from central government. The other 57% comes from local council tax.

It amazes me why this simple procedure has to be surrounded
by so much bureaucracy. In Switz, each area/postal district or
whatever is applicable for the region, refuse will only be collected
if put in official refuse sacks that are bought from local outlets.
There is a tax on them, so the more you chuck, the more you
pay, there is a bar code on the bags, but only to verify their
authenticity and not identity. And there are few, if not any
problems. I don't wish to give a utopian impression of the country,
as it has it problems like all others do, but if something as simple as refuse collection cannot be organised, then it must make you think
long and hard about what sort of people are running British Council Services.
