There is a lot of meat in this announcement. I heartily recommend it to you all as I think it will provoke thought (and fuel a couple of conspiracy theories).

It does sound Ok their was nothing in their that sounds like an excuse for closing down websites that are not in compliance with the status quo government doctrines.

However it's probably a waste of time it would be better just to make industry and individuals aware of cyber crime and how they protect them selves from it and the government should like wise be responsible for protecting it's self from such attacks.

Cyber crime is to big an issue to seriously think it can be tackled through a government bureau these attacks can be launched from a laptop any where in the world, obviously the government will occasionally get lucky and arrest some one but in all honesty I think we just have to live with it.
