Directly answering the question, of course the NHS should be prepared to remove the dangerous implants.
But if the patient had originally had the implants done privately for purely cosmetic reasons, they should be prepared to receive a bill from the NHS. The same with replacing the implants.
If the previously private cosmetic patient maintains they cannot afford to pay, the bill should treated in the same way as a benefit claim.
