I am being utterly pedantic here, so please forgive me. The five years number was plucked out of the air because it sounded good, as far as I can tell. There doesn't appear to be any rational reason why it is five rather than four or six. The actual policy is, I believe, five years
or more, if it takes longer to sort out the "problem".
