Of course the intent is to give working visas to those with critical skills or are on timed transfer from foreign offices. Once the 5 years are passed and we have sorted out the people who are here legally and contribute to our nation in a meaningful way and removed those who are undesirable to our nations well being, the intention is to restore an Australian type points system so we can control our own borders.
It will be a very difficult thing to do properly and fairly but it must be done and a timescale of 5 years will give us time to do it in a fair and just manner.
