I think that you'll find that water is in fact a more valuable and vital commodity than oil in pretty short order and that English communities would have no choice than to pay through the nose for it if required.

I'm sure though that they'll all be thanking you for their free prescriptions if that happened even though the little glass of water used to swill the free pills down with will cost them a fortune.
