All I know, is that businesses chose to use new stuff rather than recycled, before the taxpayer got raped to make it worth their while using it.
If it was more profitable to use recycled than new, then the taxpayer wouldn't need raping, as business would see it in their interest to encourage recycling for their own gain.
Once upon a time this was the case with certain materials and it may be again if materials become scarce. For now though, thing like paper and plastic are a total waste of time, energy and money. It does more harm than good and people have to be robbed to keep the whole scam going to boot.
