It is not the full English Parliament which you require. But then you are not going to be satisfied with whatever the Conservatives do on this anyway because you want England out of the UK and the Conservatives, being UK Unionists, are not going to offer you that.
The simple fact is that as long as Labour are the UK Government there will be no change to the status quo whereby Scottish constituency MPs can vote through unpopular measures for England - measures (such as increasing prescription charges or tuition fees) which their colleagues in the Scottish Parliament would not implement in Scotland.
The general view is that if/when the Conservatives get back into Government they would not allow Scottish constituency MPs to vote on specifically English matters before the House of Commons.
