11.Criminals - After being punished they would be put to work in the countryside re-building dry stone walls, cutting dykes and trimming hedge rows. The system would be run on lines similar to the American chain gang.



12.Unemployed - Would be similarly put to work in areas where they were most needed but would of course be paid for their labours, whilst our women folk would be encouraged to concentrate their time and energies on caring for their home and families.
