I think society treated things differently back then. A kid in a cubs outfit with a pen knife was kinda accepted as having a penknife. I think they used to have a badge you got which was your knife badge and let you carry it on cub events.
I don't remember people walking round stabbing people with screw drivers or combat knives, and I agree if you where seen to be up to no good then 6 months in the slammer would have been the course of action.
