Indeed, he has spread stories about all of them in the hope that mud will stick. The recent Titford email is a classic example of this. He did the same thing in 2004 when Robin Page looked like getting the top slot. A story about Page later appeared in a national newspaper.

However, he never spreads the rumours himself. He always hides behind others and lets them do the dirty work.
