Most likely there is a hierachy of power managed at each level to fit the object model....
It's difficult if not impossible to know the exact interactions within a compartmentalized network.
The only important thing is to realize whose interests are being served by the government - and you can hardly say it is not the EU who is being best served, judging by the majority of legislation passed through parliament.
No-one can deny there are many people working for EU-based self serving bureacracies.
Without these EU regulations these bureacracies would cease to exist and likely save the tax payer a small fortune.
