We do all the time, every single moment of every single day, because we don't rise against our leaders.
Each and every moment that there is not an uprising by the majority of society does society give its approval of the status quo.
The government could not stand against an uprising; it is the people who have true power, if not control. We give our assent by not exercising our power, perhaps because society as a whole has the sense to realise that things aren't actually all that bad.

Yeah! It's all so simple! In modern societies, comprising tens of millions [well in England anyway!] of people, I don't suppose communications have any significant role, do they? You know, the national newspapers and broadcasters, upon which advertisers (overwhelmingly commercial companies) lavish trillions of pounds every year! They have no effect do they . . . no part to play? That dopey guy Goebbels was talking out of the back of his head about propaganda seventy odd years ago!
"We give our assent by not exercising our power" . . . another of those facile expressions of superficial, home spun philosphy! It's on a par with "I'm ashamed to be British" - about the deeds of others over whom we have no authority and therefore no responsibility - or the apologies for actions taken by others against others in a by-gone age!
What a pity you've nothing practical or constructive to offer . . . I just had to make THAT point!
