To set up a decent radio service online capable of supporting a lot of users you are starting to talk about a fair amount of cash. It's not expensive as in hundreds of thousands, but you should be looking at a budget of about £6000 a year if you are planning on playing commerical music as royalties have to be covered.
Here is an example of some fee's (US hosting would also be better due to the exchange rate):
Monthly listening hours: 15,000
Monthly Fee including royalties and licensing at 128K (you can go less but it won't be as good quality): $966
Storage space: 600MB (you'll need this for pre-recorded interviews etc.)
I make that $11592 so about £6000 if you go with live365.com
Obviously you can lower costs, but if you want a lot of listeners to be provided with good streamed audio then that's a realistic setup.
