It depends, if you are doing it to make up for past discrimination it is no more racist than awarding damages is theft. To call it such is just empty rhetoric and makes the user look silly.

Whether it is a good idea is a whole different matter. I can't see it being applicable in the UK at all, but I can understand some action to help blacks in the USA.
