What the passenger did was very dangerous since the maneuvering that he must have gone through to drop his trousers and then position himself so that his backside was presented in a way that it was obvious from the windscreen must have resulted in the driver not being in full control of the vehicle.

The problem is it is nanny statism designed to interfere with the citizen's life when it is not needed and generally not asked for.

The purpose they serve is not simply to detect motorists who break any speed restrictions on the road on which they are placed, but also to detect vehicles that do not have current insurance and a valid MOT test certificate.
My only complaint about them is that they only register the instantaneous speed of a vehicle.
What is really needed, especially on the motorways and major trunk routes, is a significant increase in the number of average speed systems using multiple cameras that capture both instantaneous AND overall average speed of vehicles.
In my opinion where we should be going is the introduction of tachographs in all road vehicles and limits placed on all drivers hours be they professional or Joe Public.

The problem with them is again they are interfering signs of creeping tyranny which are installed with little input from the community and also they are also there to simply make money for the state.
