Not quite sure how the 'seaside town' aspect is relevant, but I can claim all of that, having been brought up over a pub in Portsmouth (and Southsea).
Sailors of all nationalities regularly rubbed shoulders in the public bar and the usual outcome was a fight.
So, while I personally agree that one should be courteous and considerate to all foreign visitors, I'm not too persuaded of the existence of a universal brotherhood on man.
