But in general they do. There is no reason they would not unless, as I suspect you and the other anti-Cornish people here do, have an agenda about a glorious and united England or they have the dubious belief it might create more bureaucracy.

We have constitution however or perhaps what could be called several interpretations and they don't include the house of commons weilding absolute power.
