The fact the Prime Minister is Scottish doesn't bother me. The Scottish put up with Thatcher and Major didn't they, not to mention all the other English PMs in history.
As for the West Lothian question - yes it bothers me -
a lot. However, I haven't seen an adequate solution.
An English Parliament would lead to three results that I can see:
1) An English Parliament largely mimicks the British Parliament, since the latter is also dominated by English MPs.
2) An English Parliament leads to massive imbalance in the Union and claims legitimacy over the British Parliament, England goes independent.
3) An English Parliament leads to a Federal State.
None of these options are desirable. I am also not convinced that an English Parliament would serve certain areas of England very well - such as the South West - which has been neglected by Westminster for a
long time.
If we're really going to go for a Federal State, I'd much rather that the 'regions' of England got assemblies/parliaments.
Either that, or County Councils get a lot more devolved power.
