I assume that, if the waste was only being collected once a fortnight, there were recycling boxes/bins available. I also suspect that much of the gentleman's waste was recyclable materials. I also suspect that he has been warned previously.
That said, the way to achieve the recycling targets, which should be set to meet UK requirements and not those of the EU, is by education. Recycling is good as, on a small island, it reduces imports and managed properly creates work. There really is no point not recycling metals and plastics. Prices for metals are very high at present and, if peak oil has been reached, the raw material of plastic is becoming less easy to obtain. We only produce 5% of our timber needs and paper and cardboard are being imported unnecessarily if we can recycle.
Our own landfill is nowhere near as full as Germany's and using shortage of landfill as an excuse is unacceptable. The council officers don't point out that the contracts for waste collection are often one of the biggest items of expenditure of a district council. If everybody refuses to cooperate by recycling those things that are recyclable then the council is wasting money signing contracts and taxpayers money is being frittered away. I am paying for the recycling contracts and the waste management contracts through my council tax. If other taxpayers make the contracts more expensive then they are costing me money. This man is costing other council taxpayers more money.
Because I am aciduous about my recycling and composting I can put my wheelie bin out about once every 5-6 weeks. I am now getting a second composter to take the green waste I generate as the first one is full. I have an extra recycling box. It is easy and I do wonder how people can fill bins as most waste is recyclable.
I think that jumping on people in these cases without warning is not right as it diminishes respect for the law, but coming down hard on people who are wilfully costing the rest of us money is fine by me. The landfill taxes, wrong or right, are a fact. When we elect a government that withdraws us from the EU then they might, and I only say might, be cancelled. Individuals making points about landfill tax at my expense are not clever. I don't want to pay increased council tax for the lazy, arrogant and politically illiterate to make their points. I am sick of people who complain about the way councils are run and political decisions are made, but won't even waste a few minutes every year to vote out the people they object to. If the guy is unhappy about the way the council enforces the rules he should get elected and change it (it is a distinct probability that he is one of the 75-80% of the people who don't vote in council elections).
