Dear Mr Allison
Thank you for your request under the Freedom of Information (Scotland) Act 2002 dated 19th March 2008. I have considered your request and am now in a position to address your questions.
Firstly I should point out that the Freedom of Information (Scotland) Act 2002 allows a request to be made for recorded information held by Northern Constabulary. Subjective questions do not fall into this category and cannot be answered using the mechanism of Freedom of Information.
You have asked the following:
1. Europol is the European Law Enforcement Organisation – are there others?
This information is not held by Northern Constabulary and under Section 17 of the Freedom of Information (Scotland) Act 2002 I cannot therefore disclose it to you.
2. Relationships including the use of non-UK nationals as Police in Scotland.
Foreign Nationals can become Policemen and Policewomen (and Specials) in Scotland if they have fulfilled the residency and permit criteria.
3. Can you confirm that Common Law has now been replaced by the EU’s Corpus Juris?
This is not the situation
4. Have Scottish Police Forces undergone retraining?
See Q3 – therefore No is the response.
5. Will the European Defence Agency act as a police in Scotland?
This information is not held by Northern Constabulary and under Section 17 of the Freedom of Information (Scotland) Act 2002 I cannot therefore disclose it to you.
6. The use of private security guards demanding payment
This information is not held by Northern Constabulary and under Section 17 of the Freedom of Information (Scotland) Act 2002 I cannot therefore disclose it to you.
7. Northern Constabulary and its relationship to Common Purpose
This organisation has not been used by the learning/training unit within Northern Constabulary
8. Is Northern Constabulary aware of the concerns by citizens about the underhand methods of Common Purpose?
This information is not held by Northern Constabulary and under Section 17 of the Freedom of Information (Scotland) Act 2002 I cannot therefore disclose it to you.
