I saw on the TV reports on this a very smiley bloke from Copeland Council who had no shame, no contrition, no regret but complete and utter certainty that he and they were 100% correct in everything they had done. When asked about whether anything other than total closure of the bin was acceptable he smiled away that it was 'recommended' to residents that the bin be completely closed. He also chose to lie that landfill was becoming full. If there is one person worthy of getting a criminal record for some minor transgression of the law he would be an extremely worthy recipient.
