Who knows? - they may not have had accurate or comparable RECORDS then.
Obviously, since this is an official anouncement from the NOAA, (i.e. a reputable and internationally recognised source, we must accept their RECORDS are telling the truth.
(Alternatively, if you don't believe their records to be reliable, instead of waffling and avoiding an inconvenient truth, I agree with Besoeker that all you sceptics find a reliable rebuttal and publish here.
