This bloke is a bit stupid. If they came at me with a fine for overfilling my bin the answer would be "prove it was me and not a bypasser, or I'll ram the human rights act so far up your **** you won't be able to sit down for a month".
Interesting bit in that article about the council not letting people put their trash out before 7am. Very handy for those who have to be at work for 7.
