The way the Canadian system works is that yes, many privileges and perks are granted to permanent resident aliens (e.g. the right to claim welfare), but it's bloody hard to get permanent residency in the first place.
Canada is an easier country to live in
illegally than some others, if one is so inclined (I was not). When I lived there, Immigration did not impose any form of outbound Border control, so they could not obviously spot a person who had previously overstayed or otherwise violated visa conditions. I don't know if this has changed recently or not.
